We are seeking an experienced Department of Transportation Appraiser Reviewer to join our team. The ideal candidate will possess a minimum of 5 years’ experience reviewing fee appraisals for a State Department of Transportation strong financial acumen and the ability to successfully pass the State of Florida Department of Professional Regulations State Certified General Appraisal Exam. This role requires proficiency in financial concepts, data collection, and technical experience, as well as the ability to prepare comprehensive review appraiser statements. The Appraiser functions consistently with USPAP.
Responsibilities
Conduct thorough appraisal review of properties whole and partial acquisitions.
Review and analyze data related to comparable properties and market Data in support of fee review functions.
Prepare detailed review of appraisal statements that clearly outline findings and methodologies used in the appraisal process, incompliance with FDOT right of way procedure manual chapter 6, section 1 and FDOT supplemental standards
Utilize financial modeling techniques to support valuation conclusions.
Collaborate with clients, stakeholders, and legal teams to provide expert opinions during litigation or disputes.
Stay updated on State and Federal industry regulations, standards, and best practices related to appraisals and appraisal reviews
Apply mathematical skills to ensure accurate calculations and assessments or before and after cost to cure estimates.
Utilize financial software for data analysis and report generation.
Recommend Compensation for acquisitions.
Compile and review Status Report for the Deputy District Right of Way Manager – Valuation Services
Experience
Proven, minimum 5 years’ experience in right of way appraisal, review or a related field is preferred.
Strong understanding of financial concepts and technical accounting principles.
Command of the Uniform Standards of Professional Appraisal Practice, Department of Transportation’s Supplemental Standards of Appraisal and perform the review in accordance with the right of way Procedures Manual, Chapter 6, Section 1. asset valuation is a plus.
Completed Review Appraisers Statement including a standard Certificate of Value using the current USPAP, Standard Rule 3.
Excellent skills in data collection and analysis, with attention to detail.
Ability to communicate complex financial information clearly and effectively in written reports.
Proficiency in relevant financial software tools is advantageous.
